The huge amount of reduction in price clearly shows that AT&T is very serious to clear all iPhones stock before the launch of iPhone5 which is pretty much expected in September.

Rumors were also there that AT&T even go for selling free iPhone 3GS-8GB soon after the launch of iPhone5. In addition to that refurbished iPhone 3GS at $0.01 from AT&T requires a minimum data service starting at $15/month, 2 year contract and a new activation. Moreover there is a limit of 5 iPhone devices per household when ordering online.
Usually the price of the older iPhone models are dropped when a new models comes in. Same you would notice that once iPhone 5 is released the price of the iPhone 4 would be dropped to $99 and Apple may give away the much older iPhone 3GS for free with a carrier contract.
